[SMM Analysis] New Second-life Application Project Released in Shandong Province

Recently, the Shandong Liaocheng Ecological Environment Bureau initiated the environmental impact assessment approval announcement for the second-life application project of power battery recycling in the High-tech Zone. As a significant practice in promoting green development within Shandong's new energy industry, this project aims to realize the circular value transformation of end-of-life batteries through standardized dismantling and reassembly.

Looking back to 2024, the Shandong Provincial Department of Industry and Information Technology, in collaboration with multiple departments, issued the "Action Plan for High-Quality Development of the Lithium Battery Industry," clearly setting forth two core objectives: first, to achieve a scale exceeding 100 billion yuan in the province's lithium battery industry by 2025; second, to establish a recycling network for end-of-life batteries covering the entire life cycle, requiring all NEV producers to fulfill their main recycling responsibilities, construct a closed-loop system of "sales-recycling-remanufacturing," and ensure 100% traceability management of end-of-life batteries.

SMM analysis suggests that in 2025, policy orientation will exhibit a dual-drive characteristic of "emphasizing both regulation and incentives": on the regulatory front, raising the technological threshold for recycling to curb extensive development; on the incentive front, increasing fiscal and tax support, appropriately liberalizing import and export restrictions on recycled materials, and alleviating the current inverted price situation of recycled products through a special subsidy mechanism, guiding the industry towards high-value and large-scale transformation and upgrading.
